COLWALL PARISH COUNCIL

Minutes of the Annual Meeting of the Colwall Parish Council held on Wednesday 6th May 2009 in the Village Hall, Mill Lane, Colwall at 9.00 p.m.

Present: Mrs N Carless in the Chair,

Mrs E Haynes, Mrs G Jackson, Mrs H Stace, Mrs H Turner, Messrs N Abbotts, B Ashton, J Beard, J Cooney, J Mills, M Milne, J Morris

And the Clerk

1 Election of Chairman

The Parish Council proceeded to elect a Chairman for the municipal year 2009/2010.

It was proposed and seconded that Mrs N Carless be elected Chairman of the Council for the ensuing municipal year.

IT WAS RESOLVED: That Mrs N Carless is elected Chairman of the Parish Council for the municipal year 2009/2010.

The Chairman signed the Declaration of Office as per the Local Government Code of Conduct for Colwall Parish Council.

2. Appointment of Vice Chairman

It was proposed and seconded that Mr J Mills be appointed Vice Chairman of the Parish Council for the ensuing municipal year.

IT WAS RESOLVED: that Mr J Mills be appointed Vice Chairman of the Parish Council for the municipal year 2009/2010.

3. Welcome and Apologies for Absence

The Chairman welcomed the Councillors and Clerk.

Apologies for absence were accepted from Mrs G Rees, Mr T Hunt and Mr. W. Leaper.

4. Adoption of Accounts 2008/2009.

Mr. Mills presented the accounts for the municipal year 2008/2009.

IT WAS RESOLVED: That the accounts for the municipal year 2008/09 be formally adopted.

5. Appointment of Planning & Development Committee

RESOLVED: That the Planning and Development Committee consist of 12 members of the Council.

The Chairman and Vice Chairman of Council plus Mrs. E Haynes, Mrs G Jackson, Mrs H Turner and Messrs B Ashton, J. Beard, J Cooney, Dr. T. Hunt, W. Leaper, J Morris, with one vacancy.

Election of Chairman

IT WAS RESOLVED: that Mr B Ashton is elected Chairman of the Committee for the municipal year 2009/2010.

Election of Vice Chairman

IT WAS RESOLVED: that Mr. J Beard is appointed Vice Chairman for the municipal year 2009/2010.

6. Appointment of the Village Amenities Committee

IT WAS RESOLVED: That the Village Amenities Committee consists of 8 members of the Council. The Chairman and Vice Chairman of the Council, together with Mrs G Rees, Mrs H Turner and Messrs N Abbotts, J. Beard, Dr T Hunt, M Milne.

Election of Chairman.

IT WAS RESOLVED: that Mr J Beard is elected Chairman of the Committee for the municipal year 2009/2010.

Election of Vice Chairman

IT WAS RESOLVED: that Dr T Hunt is appointed Vice Chairman for the municipal year 2009/2010.

7. Appointment of the Countryside Committee

IT WAS RESOLVED: That the Countryside Committee will consist of 10 members of the Council. The Chairman and Vice Chairman of the Council, together with Mrs G Jackson, Mrs G Rees, Mrs H Stace and Messrs N Abbotts, B Ashton, J Cooney, W Leaper, M Milne.

Election of Chairman

IT WAS RESOLVED: that Mrs. H. Stace is elected Chairman of the Committee for the municipal year 2009/2010.

Election of Vice Chairman

IT WAS RESOLVED: that the appointment of a Vice Chairman for the municipal year 2009/2010 will be deferred until the next Committee meeting on 20^th May 2009.

8. Appointment of Finance & General Purposes Committee

IT WAS RESOLVED: that the Finance & General Purposes Committee will consist of 9 members of the Council. The Chairman and Vice Chairman of the Council, together with Mrs. E. Haynes, Mrs H Stace, and Messrs B Ashton, J Beard, J Cooney, Dr T Hunt and W Leaper.

Election of Chairman

IT WAS RESOLVED: that Mr J Mills is elected Chairman of the Committee for the municipal year 2009/2010.

Appointment of Vice Chairman

IT WAS RESOLVED: that Mrs. E. Haynes is appointed Vice Chairman for the municipal year 2009/2010.

9. Reports of the Committees

The revised committee details will be circulated by the Clerk.

10. Appointment of Representatives on Outside Bodies.

· Colwall Village Hall Management Committee

It was noted that Mr. J. Mills and Mrs G Rees would be the Council representatives on this body.

· Community Voluntary Action – Ledbury & District

It was noted that Mrs H Turner would be the Council representative on this body.

· Trustees of Colwall Charities

It was noted that Mrs. N. Carless and Mrs. E. Haynes would be the Council representatives on this body.

· Walwyn Education Foundation

It was noted that Mr. J Cooney would be the Council representative on this body.

· Malvern Hills Conservators

It was noted that Mrs. H. Stace would be the Council representative on this body.

· East Herefordshire HALC

It was noted that Mrs. N. Carless would be the Council representatives on this body and councillors would be given the opportunity to attend the meetings as the second representative of the Parish Council.
