COLWALL PARISH COUNCIL

Minutes of the Annual Meeting of the Colwall Parish Council held on Wednesday 9th May 2007 in the Village Hall, Mill Lane, Colwall at 7.30 p.m.

Present: Mrs N Carless in the Chair

Mrs E E Haynes. Mr P Browning. Mr S Hockett. Mr J Mills. Mr. J. Beard. Mr. N. Bowring. Mrs. H. Stace.

1. Apologies for Absence

Apologies for absence were accepted from Mrs. G. Jackson, Mr. N. Abbott, Dr. T. Hunt and Mr. W. Leaper.

2. Election of Chairman

The Parish Council proceeded to elect a Chairman for the municipal year 2007/2008.

It was proposed and seconded that Mrs N Carless be elected Chairman of the Council for the ensuing municipal year.

IT WAS RESOLVED: That Mrs N Carless is elected Chairman of the Parish Council for the municipal year 2007/2008.

3. Appointment of Vice Chairman

It was proposed and seconded that Mr J Mills be appointed Vice Chairman of the Parish Council for the ensuing municipal year.

IT WAS RESOLVED: that Mr J Mills be appointed Vice Chairman of the Parish Council for the municipal year 2007/2008.

4. Adoption of Accounts 2006/2007.

Mr. Mills presented the accounts for the municipal year 2006/2007.

IT WAS RESOLVED: That the accounts for the municipal year 2006/07 be formally adopted.

5. Appointment of Planning & Development Committee

RESOLVED: That the Planning and Development Committee consist of 12 members of the Council.

The Chairman and Vice Chairman of Council plus Mr. P Browning, Mrs. E Haynes, Mr. S. Hockett, Mr. W. Leaper, Mr. N. Bowring, Mr. J. Beard, Dr. T. Hunt, Mr. N. Abbott, Mrs. H. Stace with one vacancy.

Election of Chairman

IT WAS RESOLVED: that Mr P. Browning is elected Chairman of the Committee for the municipal year 2007/2008.

Election of Vice Chairman

IT WAS RESOLVED: that Mr. N. Bowring is appointed Vice Chairman for the municipal year 2007/2008.

6. Appointment of the Village Amenities Committee

IT WAS RESOLVED: That the Village Amenities Committee consist of 8 members of the Council. The Chairman and Vice Chairman of the Council, together with Mr. J. Beard, Mr. S. Hockett, Mr. W. Leaper, Mr. N. Bowring, Dr. T. Hunt and Mr N. Abbott.

Election of Chairman.

IT WAS RESOLVED: that Mr S. Hockett is elected Chairman of the Committee for the municipal year 2007/2008.

Election of Vice Chairman

IT WAS RESOLVED: that N. Bowring is appointed Vice Chairman for the municipal year 2007/2008.

7. Appointment of the Countryside Committee

IT WAS RESOLVED: That the Countryside Committee will consist of 10 members of the Council. The Chairman and Vice Chairman of the Council, together with Mr. P. Browning, Mrs. E. Haynes, Mr. W. Leaper, Mrs. G. Jackson and Mrs H Stace with three vacancies.

Election of Chairman

IT WAS RESOLVED: that Mrs. H. Stace is elected Chairman of the Committee for the municipal year 2007/2008.

Election of Vice Chairman

IT WAS RESOLVED: that Mr W. Leaper is appointed Vice Chairman for the municipal year 2007/2008.

8. Appointment of Finance & General Purposes Committee

IT WAS RESOLVED: that the Finance & General Purposes Committee will consist of 9 members of the Council. The Chairman and Vice Chairman of the Council, together with Mrs. E. Haynes, Mr. P. Browning, Mr. S. Hockett, Mr. N. Bowring, Mr. W. Leaper, Mr. J. Beard and Mrs. H. Stace.

Election of Chairman

IT WAS RESOLVED: that Mr J Mills is elected Chairman of the Committee for the municipal year 2007/2008.

Appointment of Vice Chairman

IT WAS RESOLVED: that Mrs. E. Haynes is appointed Vice Chairman for the municipal year 2007/2008.

9. Appointment of Representatives on Outside Bodies.

· Colwall Village Hall Management Committee

It was noted that Mr. J. Mills and Mr. S. Hockett would be the Council representatives on this body.

· Community Voluntary Action – Ledbury & District

It was agreed that this appointment be discussed at the next Full Council meeting.

· Trustees of Colwall Charities

It was noted that Mrs. N. Carless and Mrs. E. Haynes would be the Council representatives on this body.

· Walwyn Education Foundation

It was noted that Mr. N. Bowring would be the Council representative on this body.

· Malvern Hills Conservators

It was noted that Mrs. H. Stace would be the Council representative on this body.

· East Herefordshire HALC

It was noted that Mrs. N. Carless and Mr. J. Mills would be the Council representatives on this body.

10. The Local Authorities (Model Code of Conduct) Order 2007 (SI No 1159).

Following a review of the Code of Conduct:

IT WAS RESOLVED that Colwall Parish Council adopts the above Code of Conduct including paragraph 12(2).
