COLWALL PARISH COUNCIL

 

Minutes of the meeting of the FINANCE & GENERAL PURPOSES COMMITTEE held in the Jean Simon Room at Colwall Village Hall on Wednesday 18th November 2009 at 7.30pm

 

Present: Chairman – J Mills, Mrs E Haynes and Councillors J Beard, J Cooney, T Hunt and W Leaper

Also present the Clerk.

 

1.                  Apologies for Absence.

Apologies were accepted for Councillors Carless, Ashton and Stace.

 

2.                  Declarations of Interest

 

The Chairman reminded those present of the need to declare any items of personal or prejudicial interest. There were no declarations.

 

3.                  Minutes of the last meeting

 

The minutes of the meeting held on 22nd April 2009 were approved and signed by the Chairman as a true record of proceedings.

 

4.                  2010/11 Budget

 

Copies of the draft budget had been circulated to all Councillors prior to the meeting. The committee discussed the inclusion of expenditure for the Speed Indicator Devices, the accrued election costs for the 2008 bye-election for a new councillor, donations and the allocation of the reserves.

 

Main Budget: IT WAS AGREED to accept the main budget for which there would be no increase in the precept, this would be recommended to Full Council for approval at next week’s meeting.

 

The provision for participation in the Red Cross Parish Warden Scheme: IT WAS AGREED that the budget and reserves have sufficient funds to support the scheme at approximately £7,000 per annum for the 2010/11 financial year, should Full Council support the scheme when discussed at Full Council on 25th November 2009.

 

5.                  Annual Internal Review

No changes to The Council’s Internal Control Procedures and Risk Assessments financial processes had been recommended by the internal auditor.

 

6.                  Correspondence

 

i)          Precept: The Council’s Precept had to be decided by 31st December 2009 and the appropriate form completed.  The Chairman of this committee would bring this to

Council’s attention at next week’s full Council meeting, and after it is formally approved the Chairman will sign the form.

ii)         Review donation requests: The Projected Outturn for 2009-10 was shown in the Budget. All donations were recommended as per the Projected Outturn IT WAS AGREED that the cheques should be drawn next week with the exception of the one for the Poppy Appeal in October 2009.

 

7.                  Date of Next Meeting

 

The next scheduled meeting of the Finance and General Purposes Committee would be held on Wednesday 21st April 2010.
