COLWALL PARISH COUNCIL

 

The minutes of the meeting of Colwall Parish Council held in the Jean Simons Room of Colwall Village Hall, Mill Lane, Colwall at 8.17pm on Wednesday 28th July 2010.

 

Present: Chairman: N Carless

Councillors E Haynes, G Rees, H Turner, and Messrs Abbotts, Andrews, Ashton, Beard, Hunt, Mills, Milne, Morris and the Clerk.

 

1.                  Welcome and Apologies for Absence:

The Chairman welcomed the Councillors.

Apologies were received and accepted for Councillor Jackson, Cooney and Leaper.

 

2.         Declaration of Interests:

            None were declared.

 

3.                  Minutes:

The minutes of the meeting held on Wednesday 30th June 2010 were approved and signed by the Chairman as a true record of proceedings.

 

4.         Progress Report –

i) Landscape Character Assessment –The Chairman advised that the next meeting will be held on the 12th August in the Millennium Room and the consultation process will be discussed and formulated.

 

ii) Red Cross Warden Scheme – The Clerk advised that there is a meet and greet coffee morning at Colwall Village Hall hosted by the new Red Cross Warden, Eugene Conway, on Friday 30th July at 11am.

 

5.         Financial Matters

i) IT WAS RESOLVED that the Income and Expenditure for July 2010 as per the issued list be approved.

 

6.         Youth in Colwall.

            i) Councillor Rees confirmed that Herefordshire Council Youth Services in conjunction with the MYLO have arranged for activities to be held in Walwyn Meadows for the Young People of the village on the afternoons of the 9th and 16th August.

 

ii) Copies of the Young People’s Summer Fun in Herefordshire 2010 leaflets were available for the Councillors.

            iii) It was confirmed that the new Parish Liaison Youth Officer Cat Roberts will be present at the MYLO events and available to discuss taking the partnership forward.

 

IT WAS AGREED the Clerk will liaise direct with Cat Roberts about the summer activities in the County, many of which it appears were fully booked before information was circulated to Colwall Parish Council.

Concern was also raised as to the low numbers of places that were available for some of the activities (6 or 10); Colwall Parish Council gets interest of over 40 names just from the village when events are organised.

 

IT WAS AGREED the Clerk would also write to CVYS regarding these concerns and seek to ensure that Parishioners in the village get equal opportunity for their children and young adults to be included in any such future activities.

 

ii) Request for a skate park in the Village.

Councillors Leaper, Rees, Beard and the Clerk had undertaken some preliminary investigations into this request following the petition presented at Full Council on the 30th June 2010.

The Clerk had spoken to the Clerk and Deputy Clerk at Upton upon Severn about the facility they have in the town, as this had been identified by the young people as the type of facility they were requesting.

A number of potential sites had been identified for consideration: - principally Orlin Road play area and the triangle of land on Colwall Green where the contractors site was located (which will need the approval of the Malvern Hills Conservators).

IT WAS RESOLVED that the Parish Council will consider the request received for a skate-park subject to appropriate size, location and external funding being available to cover the cost of the project, all of which will be investigated by a working-party.

IT WAS RESOLVED that a skate-park working party would be established who will report back to Council in due course.

The working party will initially consist of Councillors Leaper, Beard, Rees,Milne and the Clerk. A representative of the Police and up to 3 of the Young People (and their parents) who presented the petition will be invited to the working party meetings. Details of meetings relating to the working party will be advertised on the Public Notice Boards giving 3 working days notice and they will be held in a public meeting place so that members of the public may attend if they so wish.

 

7.         June 2010 edition of the newsletter.

            IT WAS RESOLVED that the June 2010 edition of the Parish Council newsletter be approved.

The Clerk advised that the newsletter is now also available on the Parish Council website.

8.         Correspondence for processing

i) Email from Rail for Herefordshire about concerns regarding the inter-city service between Hereford and London Paddington.

Councillor Mills explained that as a representative on the CLGP board that Rail for Herefordshire had been misinformed about the service and that there are no plans or proposals put forward from CLGP to FGW (Forward Great Western) regarding amending the service or removing stops at Colwall station.

 

Councillor Mills advised that he had also taken the opportunity to remind to Board of CLGP that the FGW service is a Herefordshire Service and not a Hereford (City centre) service.

 

IT WAS AGREED the Clerk would respond to Rail for Herefordshire accordingly.

 

ii) Herefordshire Council – No Wrong Door Consultation document.

Councillor Rees offered to respond on Colwall parish Councils behalf, copying in the Clerk.

 

9.         Correspondence for Information

Correspondence was noted as per the attached list.

 

10.       Reports of Committees

                         i.                    IT WAS RESOLVED that the report from the Countryside Committee meeting held on 7th July 2010 was received, approved and adopted.

                       ii.                    IT WAS RESOLVED that the report from the Planning and Development Committee meeting held on 14th July 2010 was received, approved and adopted.

 

11.       Representatives on Outside Bodies

i) Helen Stace had attended the Malvern Hills Conservators Land Management Committee in June. A copy of the report is filed with the Clerk.

ii) Councillor Carless had attended the HALC Eastern Area AGM in July and been re-elected as Chairman.

iii) Councillor Ashton had attended the Shaping the Place 2026 – Preferred Options for Ledbury in July. He advised Colwall was not mentioned during the presentation.

IT WAS AGREED the Clerk would write to the Planning Policy Manager at Herefordshire Council, Peter Yates, and seek confirmation as to when the satellite villages would be further consulted following the initial consultation stage which was concluded in February 2010.

iv) Councillor Turner had attended various meeting of the Ledbury CVA who are in the process of moving premises.
