Minutes of the meeting of the PLANNING & DEVELOPMENT COMMITTEE held in the Jean Simon Room at Colwall Village Hall on Wednesday 11th August 2010 at 7.30pm

 

Present: Councillors N Carless, E Haynes, G Jackson, H Turner, and Messrs Ashton, Beard, Hunt, Leaper, Mills and Morris and the Clerk.

 

1.                  Welcome and Apologies for Absence.

The Chairman welcomed Councillors to the meeting.

 

2.                  Declarations of Interest

None were declared.

 

3.                  Minutes of the last meeting

These were signed by the Chairman as a true record of proceedings.

 

4.                  Planning Applications:

To consider the following planning applications and provide comments and views to Herefordshire Council:

 

i) DMN/101353/FH and DMN/101354/L - Installation of Photovoltaic panels in concealed roof valley. Installation of solar panels in concealed roof valley. Installation of two no. conservation grade roof lights and of coated steel chimney flue for wood fired boiler at old Colwall House, Colwall.

IT WAS RESOLVED that Colwall Parish Council has no objections to this application.

 

ii) DMN/101522/F – Construction of detached dwelling at Plot adjacent to Four Gables, Walwyn Road, Colwall.

Applicant: Trinity Gate.

Agent: Clive Petch Architects.

IT WAS RESOLVED that no objections would be made to this application but the following comments be submitted for consideration.

  1. We are concerned that there is already planning permission for 5 dwellings on this site, is this in addition to the existing planning permission or instead of?
  2. Concerns are raised about the potential invasion of privacy to the neighbouring property caused by the proposed French windows which will overlook the neighbouring property.
  3. We understand that the previous planning permission was based on 5 metres distance between the proposed new houses and the neighbouring boundary and this appears to be less at 3 metres.
  4. The present access onto Walwyn Road is relevant to the current dwelling with the addition of another property we are of the opinion that the access and visibility splay may need improving.

  1. The proposed does appear to overcrowd the site especially taking into account the proposed increase in the original dwelling (Four Gables) which is subject to a separate current planning application reference DMN/101520/FH.

 

iii) DMN/101748/FH – Proposed rear conservatory at 2 Oak Drive, Colwall.

Applicant: Mr Furniss.

Agent: Harcourt Design Associates.

IT WAS RESOLVED that Colwall Parish Council has no objections to this application.

 

5.                  Correspondence

i) Herefordshire Council Shaping our Place 2026 – Local Development Framework Preferred Options: Rural Areas.

ii) Herefordshire Council Shaping our Place 2026 – Local Development Framework Preferred Options: Bromyard, Ledbury and Ross on Wye.

iii) Herefordshire Council Shaping our Place 2026 – Local Development Framework Preferred Options: Draft General Core Strategy Policies Paper.

Councillor Ashton will review these consultation documents and refer back to the planning committee with his recommended replies at the next planning meeting on the 25th August 2010.

 

iv) Herefordshire Council Shaping our Place 2026 – Follow on Consultation – Preferred Policy Options for the Rural Areas (Parish Councils) – invitation to consultation on 1st Sept 7pm at the Council Chamber, Hereford.

Councillors Ashton and Carless will attend this presentation.

 

v) Various letters relating to the proposed Covent Garden development.
