COLWALL PARISH COUNCIL

 

Minutes of the meeting of the PLANNING & DEVELOPMENT COMMITTEE held in the Jean Simon Room at Colwall Village Hall on Wednesday 12th March 2008 at 7.30pm

 

Present: Mrs N Carless, Mrs E Haynes, and Messrs Ashton, Beard, Cooney, Hunt, Leaper, Mills and Morris.

Also present: The Clerk and 2 members of the public.

 

1.                  Apologies for Absence.

Apologies were received and accepted from Mrs G Jackson.

 

2.                  Declarations of Interest

Councillor Leaper declared a personal and prejudicial interest in item 4 (iii).

Councillor Hunt declared a personal interest in item 4 (iii).

 

3.                  Minutes of the last meeting

These were signed by the Chairman as a true record of proceedings

 

4.                  Planning Applications: To consider the following planning applications and provide comments and views to Herefordshire Council:

i) DCNE2008/0461/F - Proposed first floor extension and alterations at New Court Cottage, Old Church Road, Colwall Malvern.

Applicant: Mr A.D.S. Marriott and his

Agent: John Rees, Architectural Designs,

IT WAS RESOLVED that no objections would be made to this application but the following comments are to be submitted to Herefordshire Council for consideration.

The Parish Council are concerned that should planning be granted, that the construction company do not obstruct the vehicular access afforded to the adjoining property or the public right of way.

 

ii) DCNE2008/0472/F - Proposed link extension to rear to join external utility with main house plus internal alterations at Foxglove Cottage, Beacon Road, Malvern

IT WAS RESOLVED that no objections would be made to this application

 

iii) DCNE2008/0482/F - Proposed extension and changing of a flat roof to pitched at Foxdale, Walwyn Road, Colwall.

Applicant: Mr S.Baird and Mrs A. Finlay Baird.

Agent: Stainburn Taylor Architects'

Councillor Leaper left the room whilst the decision was made on this application.

IT WAS RESOLVED that no objections would be made to this application

iv) DCNE2008/0496/F - Extension to create additional bedroom and living room and rebuilding of existing garage at 3 Pedlingham Close, Colwall

Applicant: Mr J Harvey

Agent: Stainburn Taylor Architects.

 

At this point the meeting was adjourned to allow members of the public to speak.

IT WAS RESOLVED that no objections would be made to this application but the following comments are to be submitted to Herefordshire Council for consideration.

The Parish Council is concerned about the potential loss of adequate car-parking that may be caused by this extension.

By extending in front of the property, this would make this property out of keeping with other properties of a similar design in the same street.

Access along the street is very limited, therefore, should planning be granted, the Parish Council request that a condition be added that there is adequate provision for the storage of materials and for the construction company’s vehicles on site, and not on the Highway.

The Taylor Review on Rural Economy and Affordable Housing

Councillor Leaper advised that he had been unable to collate the information on behalf of the Parish Council within the timescale required. Therefore no reply has been submitted.

DCNE2007/3951/F – Proposed permanent stationing of a mobile home for care workers at Evendine Rest Home, Evendine Lane, Colwall.

1)      Not meeting the essential functional needs test re Sustainable Development in Rural Areas.

2)      The proposal for reasons of its nature represents unjustified and unwarranted residential development within the Open Countryside, failing to satisfy or meet any of the criteria of the UDP Policies H7 and H8.

3)      The proposal by virtue of its design and siting creates an unwarranted intrusion into open countryside, detrimental to the character ad setting of its location ad the wider impact upon the Malvern Hills AONB

4)      The permanent siting of a residential caravan in this open countryside location with the AONB is contrary to the UDP, which allows such siting as a short term measure only.

 

7.                  Representatives on Outside Bodies.

Councillor Ashton attended and represented the views of Colwall Parish Council at the Herefordshire Council Northern Area Sub-Committee Planning Meeting on 12th March 2008 at 2pm.relating to the hearing for

DCNE2007/3842/F – Amended plans re the Provision of new sports hall facility incorporating classrooms, parking, landscaping and highways improvements to the junction of Brookhill Road and Church Road relating to The Downs School, Brookhill Road, Malvern.

Not withstanding the concerns regarding the design of the one-way system. Planning permission was approved by Herefordshire Council.

IT WAS AGREED that this result would be reported in the Parish Council Newsletter.

The Parish Council also noted for the minutes that concerns have been raised about the potential encroachment in the Village Green as a result of this design.

Councillor Haynes – requested that it be minuted, that in her opinion the views of Colwall Parish Council and the parishioners were not properly represented by Councillor Rees Mills, the Herefordshire Council present at the Planning Meeting.
