Minutes of the meeting of the PLANNING & DEVELOPMENT COMMITTEE held
in the Jean Simon Room at Colwall Village Hall on Wednesday 16th April 2008 at
7.30pm
Present: Mrs N Carless, Mrs E Haynes, Mrs G Jackson and Messrs Ashton, Beard, Cooney, Hunt, Leaper, Mills and Morris.
Also present: The Clerk and several members of the public.
Due to the late arrival and ill health of the Chairman, Vice Chairman Councillor Beard called the meeting to order and assumed the Chair.

4. Planning Applications:
To consider the following planning applications and provide comments and views to Herefordshire Council:
i) DCNE2008/0750/F- Installation of additional equipment cabinet adjacent to existing telecommunication installation at Chances Pitch Highway, Chances Pitch, Colwall
Applicant T-Mobile and 3 UK Limited

recommencement of the meeting IT WAS RESOLVED that no objections would be made
to this application
ii) DCNE2008/0698/F - Proposed two storey extension linked to main house incorporating garage space, a family room and new entrance. Plus internal alterations to main house.

Councillor Leaper abstained from voting on this application.

Upon recommencement of the meeting IT WAS RESOLVED that no objections would be made to this application but the following comments are to be submitted to Herefordshire Council for consideration.
There appears to
be a fundamental mis-descripton in this application. This is a not a loft
conversion but a significant extension to the existing property whereby the
roofline is being raised considerably above the existing roofline.
Councillor Leaper abstained from voting on this application.
iv) DCNE2008/0840/F - Proposed complete first floor extension with single storey rear extension at Hentland, Evendine Lane, Colwall Green
Applicant: T Breeze-Stringfellow and L Howard
Agent: Meredith Architect & Design.
At this point
the meeting was adjourned to allow members of the public to speak.
Upon recommencement of the meeting IT WAS RESOLVED that Council objects to this application and adds the following comments.
The proposed extension appears to breach UDP Policy 18-
Whereby the proposal would dominant the original building.
It is not in keeping with the character of the existing dwelling and its surroundings in terms of scale, mass, siting, detailed design and materials.
It would adversely impact on the privacy and amenity of occupiers of neighbouring residential property.
In addition to the points raised above, it would fundamentally alter the street scene in an area which is designated an AONB.
Councillor Haynes abstained from voting on this application.
5. Correspondence
Letter from Herefordshire Council regarding the proposed introduction of waiting restrictions along West Malvern Road and Beacon Road.
IT WAS AGREED that as the proposals are inline with Colwall Parish Councils comments submitted on the 3rd December 2007, no further comments would be submitted and Herefordshire Council would therefore assume the Colwall Parish Councils support of the extended restrictions.
