About Colwall Parish Council

 

     

Colwall Parish Council is comprised of fifteen councillors who are elected by the parishioners and serve for a term of four years. The current Councillors are:

Carl Attwood and Antony Williams (known as Tony) Johnson are Herefordshire Councillors living in Colwall representing Hope End.

The Clerk is a part-time employee of the Council and is responsible for the management and smooth running of all the Parish Council's affairs. The Clerk is:

Full Council Meetings are usually held on the last Wednesday of every month at 7.30 pm in the Village Hall and members of the public and the press are welcome to attend. Notice of meetings and the agenda are posted on the Parish notice boards at Upper Colwall, the Library and Colwall Green. Minutes are available on this website or from the Library.

 

Charlie Ballard Nature Reserve.

The Charlie Ballard Nature Reserve has been created on the site of the old village bowling green and tennis courts which fell out of use. The site, which covers about 1.5 acres, had reverted to nature until, in 1993, the Executors of the owner of the site, Charles Ballard, generously agreed to donate the site to the Parish Council so that a nature reserve could be created which, as well as benefiting the environment, could also be used by the village and its schools as a field study area.
In 1997, the project achieved first prize in the Hereford & Worcester Parish Pride competition.
The Nature Reserve is currently maintained on a voluntary basis by pupils from Malvern College under the banner of "Community Projects". Stephen West is our Nature Reserve Warden and oversees the activities in this area.
The Parish Council always welcomes assistance in the management of the Nature Reserve.

Finance and General Purposes Committee
This team is headed up by John Mills and his Vice Chairman is Edith Haynes. The remaining Committee members are Nicky Carless, John Andrews, Jim Beard, Barry Ashton, Michael Milne, Nick Abbotts and Gwyneth Rees.This Committee has responsibility for all financial affairs of the Council. The team prepares estimates and monitors the financial position of the organisation, reporting back to the Full Council. They meet at least twice per year.

Planning and Development Committee
This Committee has a Chairman Barry Ashton and Vice Chairman Jim Beard. Also serving on this Committee is The Chairman Nicky Carless and Vice Chairman of Council John Mills plus Mrs. Edith Haynes, Mrs Gill Jackson, Mrs Hazel Turner Messrs John Morris, Neil Bowring and JOhn Stock with two vacancies
The main responsibilities of this group is considering and determining all local Planning and Development matters and also deal with strategic and local transportation issues.This group meet at least monthly.

Countryside Committee
Gwyneth Rees is Chairman with Michael Milne her Vice Chairman. Other Committee members are Nick Abbotts, Barry Ashton, Nicky Carless, Roland Trafford-Roberts, John Mills, and Gill Jackson. with 2 vacancies. In addition to Councillors, this particular Committee has co-opted Parishioners to assist in the maintaining the Public Rights Of Way and the Charlie Ballard Nature Reserve. The Co-opted members are Freda Ballard, Richard Houlbrooke, Gordon Gilbert, Stephen West and John Cooney the Parish Footpaths Officer. This Committee meets six times a year.

Amenities Committee
The Chairman Jim Beard and who is are supported by a team comprising of Nicky Carless, John Mills, Gwyneth Rees, Michael Milne, Hazel Turner, Nick Abbotts and John Andrews. Co-opted members on this Committee are David Fisher. This Committee oversees all the Play Areas (there are 5 currently), Walwyn Meadow, The War Memorial Gardens, the care and maintenance of Aunt Alice and the Landlord's responsibility for the Library.The Committee meets every 2 months.

This model publication scheme has been prepared and approved by the Information Commissioner. It may be adopted without modification by any public authority without further approval and will be valid until further notice. 

This publication scheme commits an authority to make information available to the public as part of its normal business activities. The information covered is included in the classes of information mentioned below, where this information is held by the authority. Additional assistance is provided to the definition of these classes in sector specific guidance manuals issued by the Information Commissioner.

The scheme commits an authority:

  • To proactively publish or otherwise make available as a matter of routine, information, including environmental information, which is heldby the authority andfalls within the classifications below.
  • To specify the information which is held by the authority and falls within the classifications below.
  • To proactively publish or otherwise make available as a matter of routine, information in line with the statements contained within this scheme.
  • To produce and publish the methods by which the specific information is made routinely available so that it can be easily identified and accessed by members of the public.
  • To review and update on a regular basis the information the authority makes available under this scheme.
  • To produce a schedule of any fees charged for access to information which is made proactively available.  
  • To make this publication scheme available to the public.

The method by which information published under this scheme will be made available
The authority will indicate clearly to the public what information is covered by this scheme and how it can be obtained.

Where it is within the capability of a public authority, information will be provided on a website. Where it is impracticable to make information available on a website or when an individual does not wish to access the information by the website, a public authority will indicate how information can be obtained by other means and provide it by those means.

In exceptional circumstances some information may be available only by viewing in person. Where this manner is specified, contact details will be provided. An appointment to view the information will be arranged within a reasonable timescale.

Information will be provided in the language in which it is held or in such other language that is legally required. Where an authority is legally required to translate any information, it will do so.

Obligations under disability and discrimination legislation and any other legislation to provide information in other forms and formats will be adhered to when providing information in accordance with this scheme.

Charges which may be made for information published under this scheme
The purpose of this scheme is to make the maximum amount of information readily available at minimum inconvenience and cost to the public. Charges made by the authority for routinely published material will be justified and transparent and kept to a minimum.

Material which is published and accessed on a website will be provided free of charge.

Charges may be made for information subject to a charging regime specified by Parliament.

Charges may be made for actual disbursements incurred such as: 

  • photocopying
  • postage and packaging
  • the costs directly incurred as a result of viewing information

 Charges may also be made for information provided under this scheme where they are legally authorised, they are in all the circumstances, including the general principles of the right of access to information held by public authorities, justified and are in accordance with a published schedule or schedules of fees which is readily available to the public.

If a charge is to be made, confirmation of the payment due will be given before the information is provided. Payment may be requested prior to provision of the information.

Written requests
Information held by a public authority that is not published under this scheme can be requested in writing, when its provision will be considered in accordance with the provisions of the Freedom of Information Act.
