COLWALL PARISH COUNCIL

 

Minutes of the meeting of the PLANNING & DEVELOPMENT COMMITTEE held at The Jean Simon Room, Colwall Village Hall, Mill Lane, Colwall on Wednesday 11th January 2012 at 7.30 pm

 

Present: Councillors: Ashton (Chairman), Beard, Bowring, Haynes, Mills, Morris, Stock, Turner and the Clerk.

 

1.         Welcome and Apologies for Absence

The Chairman welcomed those present.

Apologies were received and accepted from Councillors Carless and Jackson- Prideaux.

 

2.         Declaration of Interests

None were declared.

 

3.         Minutes of the last meeting

The minutes of the last meeting of the Planning Committee were approved and signed by the Chairman as a true record of proceedings.

 

4.         Planning applications

 

i) DMN/113458/FH - Conservatory to rear, new window to east elevation and alterations to west elevation window at - 9 Oak Drive, Colwall

Applicant: Mrs Phipps

Agent S J Davis

 

IT WAS RESOLVED that Colwall Parish Council had no objections to this application.

 

5.         Correspondence

i) Copy of the latest Strategic Land Availability in Colwall map (January 2011),

 produced by forward planning at Herefordshire Council

 
Councillors reviewed the map along with the Strategic Housing Land Availability Assessment 2010-2026 . The document was 1st produced by Herefordshire Council in 2010 and is updated annually (the last review being January 2011). Neither the map or document have been produced in consultation with the Parish Council.
 
Councillor John Stock provided an overview of the documents and the principals behind their production. Councillors were made aware that should the Parish not produce a Neighbourhood Development Plan then these documents long with the Local Development Framework (which will supercede the UDP) will be used by Hereford Council in planning further development within the village. 
 
IT WAS AGREED that this highlighted the importance of Colwall Parish Council producing a Neighbourhood Development Plan, as set out in the Localism Bill 2011.

Councillor Stock produced a copy of “Dawlish Parish’s draft Neighbourhood Plan” and this will be circulated to Councillors as a good example.

It was confirmed that the date of the next meeting would be Wednesday 25th

January 2012.
